Within a day after Carson’s city clerk resigned after just hours on the job, the city’s director of human resources was fired and its city manager was placed on administrative leave last week.
No one at City Hall would discuss Monday whether any of the actions were related, but the latest moves Thursday, Dec. 9, resulted in the termination of Faye Moseley as director of human resources and risk management and an indefinite leave for City Manager Sharon Landers.
At a special meeting Monday night, the City Council appointed Khaleah Bradshaw, the associate director of external and community relations at Cal State Dominguez Hills, to replace Myla Rahman as city clerk. Neither Rahman nor city leaders would explain why she stepped down after just one day on the job.
Moseley, who has been with the city since 2018, was fired on the same day that a Los Angeles Superior Court judge signed off on an arbitration award for a nonprofit headquartered in Atlanta, Georgia, that filed a lawsuit accusing Moseley and her husband of embezzlement. Clifton Moseley was identified as chairman and president of the National Sales Network’s Los Angeles chapter and Faye Moseley served as a board member.
National Sales Network has 20 chapters whose mission is to “meet the professional and developmental needs of sales management professionals and individuals who want to improve their professional sales skills.”
An audit of the Los Angeles chapter in 2018 revealed that the Moseleys had “willfully and fraudulently embezzled from the L.A. Chapter” by writing checks to themselves and using a company debit card upwards of 80 times without providing any explanation or documentation.
The Moseleys were given more than seven months to produce documentation of their necessity to use the company funds, but failed to do so. Finally, NSN filed suit against the couple on March 24, 2020, and the case ultimately went to arbitration.
On Thursday, Judge Timothy Dillon ordered Clifton Moseley to pay National Sales Network nearly $62,000 and Faye Moseley to pay more than $21,000 in restitution. As president, Clifton Moseley was entrusted with the management of all money and financial contributions received by the NSN’s L.A. chapter. He was the dedicated signer of the chapter’s bank account and was authorized to use the organization’s debit cards.
The Moseleys could not be reached for comment and city officials declined comment because it is a personnel matter.
City officials also would not comment on Landers’ placement on administrative leave.
Assistant City Manager David Roberts was named interim city manager during a special Dec. 9 council meeting.
“My question is … I know we just put our city manager on leave and we have our new acting city manager,” Councilman Cedric Hicks said during the meeting. “My biggest concern is we were told that he didn’t want it.”
Roberts confirmed that he was not asked whether he had any interest in taking the job.
“We have a new acting city manager. We put the city manager on administrative leave with pay,” Councilman Jim Dear responded. “If you want to muck it up, you can keep talking about it.”
Mayor Lula Davis-Holmes declined to comment on Rahman’s resignation, Moseley’s firing or Landers’ placement on administrative leave.
